Strengthening the availability and processing of Open Data to support local growth and urban transformation

The analysis of statistical trends during the COVID-19 pandemic, the widespread dissemination of information and the strategic intelligence provided to allies by the United States and Europe for the ongoing Ukrainian war, raised the attention of citizens, researchers, entrepreneurs and policy makers on the power and hegemony of data.

Furthermore, the European Union has been working on the availability and usability of open data for a decade, beginning with the creation of digital government policies, then the implementation of Common European Data Spaces, up until the latest directive for data processing to support artificial intelligence and robotics as part of the so-called ‘digital revolution’. All these aspects are encouraging local and regional authorities to dedicate policies and funds to improving the quantity and quality of data available, exploiting this data to enhance the quality of public services and to make this data a pillar for the digital economy and the twin green and digital transition.

OD4GROWTH aims to contribute to the growth of the European Union (EU), by improving and revising policies to enhance the data economy in the EU and contribute to a smarter Europe, an open society and a shared knowledge area. In participating in this project, the Grand Est Développement agency is working alongside the Grand Est region to develop incentive measures to establish improved data policy.

Overall goal

The aim of the OD4GROWTH project is to help improve the well-being and quality of life for citizens. To do so, the project aims to improve the accessibility and performance of public services and develop new Open Data solutions.
This is about boosting the quality and quantity of data published, planning technical and organisational cooperation to provide a service, validating the efficiency of new applications, dealing with potential ethical issues and creating a pilot project followed by scaling up.
Partnerships will be formed to support the improvement of local policies, by working on replicating best practices and drawing up action plans adapted to each territory, first of all to improve the availability of local and regional data, and then, using this public data to improve the services provided by public stakeholders.
As such, we provide support to local authorities who are looking to give a new dimension to their Open Data policy, and to stakeholders capable of offering or testing new services to roll out territory-based action plans, facilitate the replication of best practices and experiment with new ones.

Specific goals

  • Improve regional and local data economy policies in the EU, by working on improving the availability and processing of open data by public and private stakeholders; Raise awareness among policy makers of the importance of open data.
  • Encourage public organisations to publish more and better quality open data in various formats; Improve knowledge and skills for public stakeholders in terms of the availability and use of open data.
  • Improve the quality of public services thanks to the roll-out of processed open data.
  • Develop both entrepreneurial spirit and urban transformation
  • Boost the economic impact of using open data by supporting SMEs, start-ups and researchers in developing new products and services
